Due to the consideration of evacuation from air raids, the Taiwan Provincial Government planned to move into the central Taiwan and made Wufeng Township as their headquarters in the year of 1955. Later, the Taiwan Provincial Government changed its place and moved to Ying Pan Kou which is later known as Chung Hsing New Village; while the new address of the Taiwan Provincial Consultative Council is still in Wufeng.
The relocation covered the government, its officers and their families. Hence, the government planned two city towns, one is Guangfu New Village in Wufeng, Taichung in 1956; the other is Chung Hsing New Village in Nantou in 1957. The public facilities of Guangfu New Village contained a tap water system, drainage system, electricity, transportation system and so on. Markets, schools, parking lots and water treatment plants were established in response to living needs. In spite of being government-owned villages, the two villages were equipped with urban planning ideas. Abounding in plants and still maintaining the early village living styles, the two villages along with its houses are graced with lively greenery.
